Confirm your utility first

Cedar Park homeowners run into the same misunderstanding as Round Rock and Pflugerville: living in the Austin metro is not the same as being served by Austin Energy.

Austin Energy’s whole-home rebates — the most generous in Texas — stop at the Austin city limits. Cedar Park is outside them.

What serves Cedar Park instead depends on your specific address. Some of the city falls under Oncor, the delivery utility that also covers DFW. Some falls under Pedernales Electric Cooperative (PEC), a large member-owned rural cooperative.

These have different programs. Oncor pays up to $600 per qualifying heat pump, requiring 16 SEER2 or better equipment, an Oncor-approved contractor, and a DOE-listed smart thermostat, with applications running February through November. PEC is a cooperative with its own separate incentive structure, and we are not able to verify its current terms with the same confidence — contact PEC directly if they are your provider.

The reliable check is a recent bill. Whichever name is on it is the program to ask about.

The federal 25C tax credit expired December 31, 2025 and is unavailable for 2026 installations regardless of utility.

West sun is the local design factor

Cedar Park sits at the eastern edge of the Hill Country, and two features of the local landscape make solar gain the dominant sizing consideration.

Many subdivisions were built on cleared limestone terrain with limited mature tree cover, so there is little shading. And the terrain steps down toward the east, meaning west-facing elevations get long, low, unobstructed afternoon sun.

The practical result: a west-facing room with significant glass can take two to three times the solar load of a north-facing room of identical size. Central systems balanced for the whole house simply cannot hold that room from about 3pm onward in summer.

This is the most common Cedar Park complaint, and there are two parts to the fix.

Reduce the load. Ceramic window film, exterior roller shades, or an awning cut peak solar gain 20 to 30 percent. Doing this first often lets you install a smaller, cheaper unit that runs at part load rather than flat out.

Add a dedicated zone. A ductless head in that room with its own thermostat lets it hold temperature independently of the rest of the house.

Tell your installer the orientation and glass area. It changes the recommendation more here than square footage does.

Other common Cedar Park jobs

Garages, as everywhere in the metro. Size at 40 to 50 BTU per square foot — 18,000 BTU for an insulated two-car garage, 24,000 if uninsulated or west-facing, which many Cedar Park garages are. See garage mini splits.

Permitting and HOAs

Cedar Park’s permitting process is efficient and considerably less involved than the City of Austin’s — the delays Austin is known for do not apply here. Your licensed contractor files a mechanical permit, plus electrical if a dedicated circuit is added, through Cedar Park Development Services. Addresses outside city limits follow Williamson County requirements.

HOA architectural review applies in most Cedar Park subdivisions and is separate from the city permit. Associations care about condenser visibility and screening. Submit before scheduling — relocating a condenser afterward is avoidable expense.

Winter

Williamson County sees freezes most winters, and the February 2021 event remains recent enough that homeowners ask. Modern inverter heat pumps produce usable heat down to about 5°F, comfortably below normal local design temperatures, and continue producing heat at reduced output below that.
